Epic Skeleton Template imports bones incorrectly into Blender

I want a character that is compatible with animations from the UE4 marketplace. So I downloaded Epic Skeleton Template.fbx file from the [marketplace submissions guideline][1]. But when I import the .fbx into Blender, to build my character using its bones, the bones show up with rotation and sizes incorrectly. As shown here:

The weights still work, I can still pose the character, but it’s far from ideal. I tried changing the settings of the orientation axis on the importer plugin, but it didn’t help. Is there any other file the UE4 marketplace team could provide that would work in Blender? Or how do I fix this one?

I’m not sure if the problem is on on UE4’s end or on the Blender importer’s end. I know the UE4 team has worked together with the Blender team to improve their import/export plugin, so I figured this would be the right place to ask. But please let me know if I should be asking on a Blender forum instead.
