New VS2013 Behaviors When Migrated to Unreal 4.5

I recently migrated my project to 4.5 via an in place update, I noticed the following differences:

Previously I can just select “Development Editor” and hit F5 to enter debug mode. That no longer seems possible, is this a bug or a new way to work with Unreal?

I also noticed that sometimes it tells me to update my C++ compiler and libraries. It seems to be intermittent.

So far this is more of an annoyance than a blocking issue but just figured I should ask these questions although they seem trivial.

It seems to have gone away. I guess its one of those strange hiccups when you upgrade Unreal Engine.
