The new UMG transform allows us to mirror textures by setting negative scale values but when you so the clipping on objects don’t take in account the negative transform.
As a result they are cut wrongly.
I have been able to reproduce the issue that you mentioned. I filled out a report (Jira UE-4806) for the development team. Thank you for all of your information. I will provided pertinent information as it becomes available.

A workaround that may be viable is to place your widget into another widget via the User created section and from there place it into a scale box. I have found that this can get around some of the clipping issues. This is because the scale box changes size instead of actually scaling and the clipping is determined by the parent which in this case will be the scale box. I hope that this helps.
