r.MaterialQualityLevel and sg.EffectsQuality reset destructable meshes.
r.MaterialQualityLevel and sg.EffectsQuality console commands reset destructable meshes back to their default state.

Thank you for the report. I've been able to replicate the issue you're having and have submitted a ticket for it (UE-5485).
Once a solution has been implemented and verified I'll update this post accordingly with all relevant information.
