Is speed tree included in the UE4 license or should we be reaching out to them ourselves.

Last time I asked they told me,that it is not their concern what Epic will do with integration. And we should ask Epic of whether or not SpeedTree integration will be in engine.
Just to be clear SpeedTree integration is not ready as last time it lacked quite a few features (notably foliage painting). My guess is that binary only integration of SpeedTree will be available in engine. Whether SpeedTree editor will be available or not is another matter.
My guess on that is IDV is counting it will sell you trees
