Framerate immediately halves with 2 compiled games open?

I’m extremely confused at the moment and I’m not sure if this is something caused by the way unreal engine games are coded, however I discovered after attempting to run my compiled game twice on my computer-the framerate immediately halved from 40-50 to 20-25. Additionally if I open up a 3rd window of it it’s reduced down to 14-15.
And if/while I hold a window,where its process becomes frozen, I can see the first of 2 windows return back to 40-50fps immediately. It’s important to note in the editor it runs at a clean 60fps. Why is this happening with the compiled project?

This is with a basically empty scene without lighting on Windows 7 64bit with unreal engine v4.5

I’d really appreciate if someone has an idea of how this is happening.

Thank you for your report. We were not able to investigate this on the engine version you reported, but there have been many version changes to UE4 since this question was first posted. With a new version of the Engine comes new fixes and it is possible that this issue has changed or may no longer occur.
