SubstanceCore error when trying to run a Windows Packaged game

I built a small map in Unreal 4.4 using only the starter pack assets. I built geometry and lighting. Cooked the map. And then packaged it for Windows 64 bit. When I double click on the .exe file, I get the following error message:

"Plugin ‘Substance’ failed to load because module ‘SubstanceCore’ could not be found. Please ensure the plugin is properly installed, otherwise consider disabling the plugin for this project’.

I’m not using the Substance plugin to my knowledge for this project, but I reinstalled the plugin package, but I still get the error message.

Thank you for your report. We were not able to investigate this on the engine version you reported, but there have been many version changes to UE4 since this question was first posted. With a new version of the Engine comes new fixes and it is possible that this issue has changed or may no longer occur. Due to timetable of when this issue was first posted, we are marking this post as resolved for tracking purposes. If you are still experiencing the issue you reported in the current engine version, then please respond to this message with additional information and we will investigate as soon as possible. If you are experiencing a similar, but different issue at this time, could you please submit a new report for it.

I’m getting this error on UE 4.11

Make sure that the Substance plugin is not listed in your projects plugins. If you’re still having trouble, please submit your own AnswerHub as this one is quite old and may or may not have changed. Provide too.
