What video card does your system have? Can you please attach your DXDIAG?
Also have you installed the required DirectX 2010 redistributables?

Looking over your DxDiag you have a Intel HD 3000 standard VGA adapter installed, unfortunately UE4 either barely works or will not work at all with this video processor, it is physically attached to the CPU.
Also your system shows to only have 2gb of ram, which will not be enough to run the engine. Because your video memory is shared with regular ram you would need 8gb of Ram to run the engine. Currently windows is likely using up almost all of the memory.
Unfortunately you will need to upgrade your PC in order to use UE4, here are the recommended specs:
Desktop PC or Mac
Windows 7 64-bit or Mac OS X 10.9.2 or later
Quad-core Intel or AMD processor, 2.5 GHz or faster
NVIDIA GeForce 470 GTX or AMD Radeon 6870 HD series card or higher
8 GB RAM
