As the title says,UE4.6.4 Editor freezes at 9% of “Initializing”,there is almsot no disk activity from UE4 procees and CPU usage is 100% on all four cores(CPU is Phenom II X4 B50).This is the first time I am using this engine.

Just to clarify, you have UE version 4.6 installed but it isn’t loading correctly?
Also, could you post your dxdiag (system info)?
I actually am currently facing the same problem in installation. One way to deal with this problem is to restart the download. It should work perfectly after that. If you restart it 2-3 times and it still doesn’t work, you should probably consult Unreal Engine 4 Help. I also had a problem on 80% of the download. Other times were 2% and 74%. You will most likely face a problem close to the installations 80% like I did. Amazingly, currently, my Unreal Engine 4 installation is still in progress. I hope my problem fixes as well as yours!
