I’ve recently asked about clarification on your eula
The reply I got back confused me more.

I run arteria3d and wish to set up a scene in unreal, for ecame, a castle scene, and then provide the scene file so customers can load this into their unreal and use it as an art template for their project.
I was told I would have to pay royalties on this by one of your colleagues, which seemed incorrect to me.

I then checked your eula, that one of my unreal customers pointed me out too, and it clearly says that I am free to do this.

The link you provided relates to UDK rather than UE4, so the content there is not applicable here.

If you use UE4 to create a Product under the EULA, if that Product is only distributed to UE4 licensees, then no royalties are owed. That sounds like it might be what you’re talking about, but the question is whether all of your customers are for sure UE4 licensees. One way to do that easily is to sell on the UE4 Marketplace.

Great, so to recap, I sign up for a 19.99 license, I create scenes to sell on your marketplace.

Secondary, I create scenes and sell on my website. I indicate that only Ue4 users can use my created scenes legally if they purchase.

When you say scenes, do you mean stuff like this?

Yes, like I do in unity, I would set out for example my Medieval WorldBuilder pack in unreal 4 and supply the ready to use models and scene file so ue4 customers only can import the project as a basis for their project.
I would always stipulate that only Ue4 customers can use.

I definitely encourage you to look into the UE4 Marketplace, but your plan is ok with me.

Thankyou for your fantastic helpful support. I’ve just gone ahead and signed up. I’ll be sure to give the asset store a go with some products, and also any scenes I sell on my website and models, I’ll be sure to indicate that legally the purchase entitles only Ue4 customers to download and use.
