So I followed the Downloading and Building UE4 Source video until I had an error generating the project files. I am almost certain I have the correct things installed.
Solution:
Uninstalled Visual Studio Express 2013 for Windows and Installed Visual Studio Express 2013 for Windows Desktop. Lol
