Can this effect be achieved in UE4?

I was interested in recreating a shader I noticed in Dragon Age Inquistion.

Here is a video of the effect, watch in 1080 for the best view of it.

The cracks under the ice are particularly nice looking. Could this effect be achieved with an opaque material? As I don’t really want to use translucent material and lose those awesome reflections on the surface of the ice.

Yes.
