I can't start my UE4 in launcher

It seems like there should be a button starting UE4 after starting launcher, but it is kept saying UE4 is not installed, and never tries to update. I did everything what trouble shooting instruction ask me to do. Still problem isn’t being solved. So I am tring to reinstall my window7 and hope that it would solve my problem. But is there anymore solution to this issue?
