Blending in State Machine

Hi I have three animations a Jumps Start, In Air and Jump End in the state machine i have set them up so when the character is in air it begins jump start then plays in air animation and when less than 10% is left it plays Jump end however the in air animation is the only one that ever plays. My jump start wont show nor will my jump end. Im hoping someone has a solution to this.
