Every time I modify a setting under the Project Settings menu, or I attempt to access a new material etc, the entire editor halts for approximately 3 seconds before unlocking and going back to normal. This started happening when I upgraded from 4.4.3 to 4.7.

After investigating this issue I have discovered that this is a known issue and has been submitted as a Jira bug at UE-8686. We are working hard on getting this resolved and I will let you know as soon as I hear about any changes to this issue.
