I’m trying to achieve this (having User Interface on a 3d plane somewhere in the 3d world) but I can’t seem to find how.
Did this make it to 4.6, or even 4.7?

Ok so this is pretty simple to use when you know how
Create a new Widget Blueprint
http://s4.postimg.org/dozhge0sd/Widget_BP_Step1.png
Create a new Actor Blueprint
Add a new widget Component in your Actor Blueprint
Select the proper Widget Class in the component details in the UI section
Place your ActorBP in the world
It’s still labeled as experimental so who knows what will happen to this, but as of now this is how you do it
