How to allow the camera to move when the game is paused?

I’m making a game that relies on Time Dilation as its main mechanic, and it would be fantastic if I could set the Dilation to 0, but I can’t. The other option would be to have the game completely pause at 0.1, but then, even if you can still speed time back up, you can’t move the first person camera. Is there a way to allow the camera to move even while the game is paused? Thanks.
