Importing external images, saving to packaged content

I’m looking to build a game with a level/character editor that allows users to import images / other assets from an external folder.

Supposing there may be many dozen such files, for the sake of optimisation, is there a way to import, say, an entire folder of images as textures, save them to a content package for use in a game that’s already been baked?
