How can i use layers to paint like paint?

Hi, i saw many tutorials to how to create a layer but i don’t understand how to use them; I always need to create a material with 2 or 3 or “how many i need” textures to paint a part of a landscape? Or is possible to drag and drop a material in the paint menù and after drawing how i want like microsoft paint?

Excuse me if i committed errors but i’m learning english.
