How would i go about making a car builder...where each piece can be changed and customized... basically i have a car model and pieces of the car..but say like in need for speed underground where you can rotate the car and change colors and stuff where would i start.???

My suggestion would be to have a look at the documentation on Blueprints to get started.

How I would go about doing this would be to start with the bare mesh imported into the Engine. I would then create a blueprint using this mesh and establish what properties about the blueprint I would like to expose to the user in order to customize parts of the car. For example, if I was going to allow the user to change the paint color of the car. You would create a variable called 'Paint Color', and depending on how customizable you would like the color to be, you could make an array of different colors for the player to choose from.
For something like adding different parts, like a spoiler or other body modifications, you would add sockets to certain areas of the car so that when the user chooses between a set of pieces, the part snaps to the socket location. Blueprints are very versatile and a powerful part of the Engine that allow users who would like to have greater control over their game design without the know code.
