Still got issues with 0xc000007b error

I’ve tried all previous recomendations, (install-uninstall-re-install Visual Studio, and everything needed.) and i am still getting the same error warning.

The install is going to my External (so i can take it to college and work on my project there.)
OS is Win 7.
And i match all the system requirements suggested.
Does anyone have any advice to fix this that DOESN’T involve install-uninstall-re-install Visual Studio?

Can you please list all the actions you have taken to attempt to resolve the issue?

I re-installed Visual Studio 2013 express. this got rid of one warning message. i then tried to launch UE4Editor.exe. which gave me the warning. I was then suggested to delete a file in Express, uninstall, and re-install without repairing visual studio. I’ve done this twice now. These are the suggestions that have worked for others, but not for me.

Please try installing Windows 7 Service Pack 1. This has resolved issues for many users.
