can run UE4 with 1GB RAM?

The recommended system requirements are listed on our FAQ page (the fourth question). While we recommend having at least 8 GB RAM, the Engine will still run on many computers with less than that amount, though performance may be limited. However, if you only 1 GB RAM in your computer, that may be too little to run the Engine successfully.
If you mean VRAM on your graphics card yes. If you mean normal Ram, probably not.
I have used it on 3gb Ram on and older Desktop and it was functional. I believe you may be able to use 2gb, but it would be a bad experience. Maybe you could get by with 1gb using Linux, but then it requires you compile it. 1gb wouldn’t do that in any time reasonable.
