What type of game is life is strange called, and how can one make that style in UE?

I saw that Life Is Strange is made with Unreal Engine, I was curious, I wanted to try to make my own thing, and was curious how does one actually do that kind of texturing and drawing in Unreal?
How do you build the game with stuff that are drawn like that?

No, Life is strange is really not “real” looking graphics, quite the opposite actually, that’s why I’m asking… I know something Like Borderlands is called Cell shading,but how is something like Life is strange done, andI know it’s done with Unreal, and it’s the kind of mood I want my project to be in…

Nope, Only thing i found was it’s non-photorealistic, a certain type of example would be cel shading, Mirror’s edge uses that in the cinematics, but it’s not the same thing.

That is true. Most of it’s(and games with that kind of style) visuals rely heavily on the textures, which are hand painted.

Indeed, I do believe so also.
But what I don’t get is how they imlpemented hand drawings to be animated freely by the player… as in how can I draw Max, and then animate that in game…
Could it be low poly models, and then hand drew the mats on using a material editor?
My biggest question really is how did they achieve the light effect differences on their models in real time if they were hand drawn
