Textbox: Set Max Characters

How do you set the maximum characters allowed in a textbox?

I did this using OnTextChanged event and using GetSubstring to limit the number of characters:

The forums underwent a massive change some time ago, things got jumbled here and there. Recently the Answer Hub migrated over, making things somewhat fuzzy.
