Random location not random when packaged

In the editor, new editor window and when playing in the standalone game this works perfect. It spawns an object at random locations every game when you begin play. This does not work when packaged though. I can’t for the life of me figure out why it works exactly how I want it to when I test it every way I can but doesn’t work when packaged. When it is packaged it spawns at the exact same location every time you play. I want it to spawn in a different location every time you play which is exactly what it does in the editor, new editor window and standalone game. Is this a bug?

If so, would you mind providing some simple steps, screenshots, or any other relevant pieces of information to help us reproduce the issue on our end?
