Dynamic shadows for Android

Yes,i know,dynamic shadows consume a lot of cycles and empty project with single ball and sun lighting get 20 fps at basic settings at . But,will full dynamic shadow support be added for GL ES 2 in future anyway,despite performance issues? Or ES2 has hardware limitation that decline any way to create dynamic point lighting?
Is OpenGL ES 3.0 supports dynamic shadows then?Will you add GLES3.0 rendering? I know,GL ES 3.1 supportsdynamic shadows nicely,but it works only on tegra K1 and 2015 flagmans. So can we expect full dynamic shadows support for elder devices with GL ES 3 support? Or answer is ABSOLUTELY no?
