Render ghosting effect when moving

We are having a strange issue with our 1P weapons ghosting while moving. It is vastly worse when dealing with reflective materials like water, but also less noticeable in other areas. Lowering AA does make it worse with no AA being the worst.

The water shown is not translucent, but the glass on the weapon sight is. It appears to be tied to the screenspacereflections, but is there any way to get rid of it?

Anybody have an answer to this. I am having the same problem with all versions.
