Why won't my static lights render properly on Android?

Hello, I am having issues with lighting on Android platforms. On my NVIDIA SHIELD, the lighting works fine, but static meshes are rendered pitch-black regardless of settings. Also, via testing with the Samsung Galaxy S2 (Sprint, Epic 4G) and LG Optimus M, the lights will not render at all! Am I missing something?

Hi, do you have Mobile HDR in the edit->Project Settings-> Rendering checked?

Another catch, you have to click on set as default otherwise it won’t be written into the ProjectRoot/Config/DefaultEngine.ini

if you just check and uncheck it, it appears to be changed but in the file nothing happens…
