I am only able to see volumes I place in the level if I have them selected in the world outliner.
At a guess, I’ve accidentally clicked some hotkey which has made them all invisible? How do I undo this?
That is some kind of bug that has been for a while. One way to fix it is to copy and paste that volume. The new one will show correctly and you can delete the older one.
