I am doing my final year project which is building some sort of racing game for android devices. Since I am better at c++ and conversant with visual studio I was wondering if it is possible to write c++ code in visual studio with the UE4 game engine. i have the engine source and visual studio installed.

You most certainly can do this and it’s the beauty of using a platform agnostic game engine. UE4 allows you to change the platform for which you are developing. Check out the Android Quick Start Guide (link) and it should help you with setting up the Engine for Android development and get you on your way.
