How to rotate HDRI background with reflections and improve the image quality

I want to rotate a background hdr image and have the reflection updated property.
currently i have to rotate the whole scene(expect the background) to update hdri reflections.
if i just rotate the background the reflection stay the same…

and i want to unlock the hdri resolution 512x512 is a bit to blurry, how can i do this?
as you can see the background is really blurry i would like to have a sharp image, do i have to create a seperrate image(no hdri) as background and use the real hdri ligting in the postprocess volume(cube map)?

seriously?!, is there no other way to achieve this??

Just use a hdr image in an skylight, rotate the image in the material with parameters and recapture you the skylight component every time you up date the hdr image rotation.
