Use of Skeletal meshes(characters)

Probably a stupid question but what the hell…

In UDK we were not allowed to use skeletal meshes. I know you can use the content that comes with UE4, including weapons and so forth, but what about Characters? I am not much of a character modeler.

So can we use that blue guy and the guys from the shooter demo? ALso think it would be cool if they made packs with generally used characters such as soldiers and such, and sell it on the marketplace with their weapon packs and so on. This will help people who just want to mess around a bit and test ideas quickly with some good assets. Characters at rocketbox libraries look good but are way too expensive.
