Since Friend and I have not IPs for hosting Dedicated servers, we used Hamachi but we could connect to each other, just local connection worked ( open worked for me if i was dedicated running but he couldnt connect to me)
You don’t need Hamachi, you can open the ports in the router and then you can host a dedicated server with the game app, you can find in Google how to open the ports to your router.
Then give him your external ip https://www.whatismyip.com/

Without opening your ports you are forced to use Nat Traversal, this is supported by the SteamWorks (Steam Online Subsystem) through SteamSockets.
