Is there a way to purchase UE4 without a credit card?

While we were only able to get international credit cards in for the initial launch, supporting additional payment methods is important to us long-term and Paypal and other payment methods on on our backlog. I can’t give you a timeline on it yet (as priorities often change), but please check back in a few weeks.

You could use Virtual Credit card service like entropay. You can charge the virtual card using different methods like Debit card, Bank transfer etc…
