How can I set which level is automatically reloaded when I reopen editor?

You need to change Editor starting map in project settings, you can find it in Package Project → Package Settings → Maps & Modes, you can also set game default map which will be map that will e loaded on start of game and also default game mode. Not to mention in whole Package Setting you can set up all info about your project.

Remember to Save as Default so if you cooperate with someone or player will what to play it those settings will be loaded for him on first run

Is there a way I can load up where I left off at when I start up UE4? I followed a few tutorials on (Unrelated to this subject) and they started with first person shooter template that puts them in that box with a few things around them. I made a new level after doing that which was blank and started working there. Now, every time I launch UE4 and load up that project, it puts me in that basic shooter starter spot and I have to go to load map to get back to where I was.

's answer is correct. I would also like to point out that Edit > Project Settings > Maps & Modes takes you to same place.Editor Startup Map is what you’re looking for.
