Unreal Engine 4 “A Boy and His Kite” the requirement must be 6 Core processor or its okay use i7 4770K. 24 Gb memory RAM and GTX 980 graphics card.

I think - YES. In Target spec - 6 core @ 3.3 GHz. Your proc - 4 core @ 3.9 GHz. It is not big difference.
