After further investigation. I found that I had forgotten to enable mouse over events in my player controller. After doing this the mouse over events worked as expected.
Here are the changes that I made and these events are working correctly on my end. I have edited my orignial post to state that the report that was submitted was invalid. I hope that this information helps.
