Unknown exception - code 00000001 (first/second chance not available)

Hi everyone, I am having a big issue with a fresh install of UE 4.8.2 and can not work on my projects as this is pretty bad. Everytime that I start up a project I get really pad lag/stutter in the editor, keep in mind Iv’e never had a problem since UE 4.5. When I exit out of the editor this error gets thrown.

PC Specs are as follows:

AMD FX 9370 Eight Core 5.0ghz
EVGA GTX 970 4GB
24 Gb Ripjaw Ram
Win 8.1 Pro 64bit

I have been using 4.82 for the past 2-3 weeks without issue on Windows 10 but went back to 8.1 Pro and running into this issue. Fresh install of Win 8.1 pro and Unreal Engine was applied.

@BenHalliday can you take a look at this error for me?

Went back to Windows 10 and now don’t have any problems with this error. Weird!
