Hairy Ball theorem & Camera Rotation Issue

I have a camera rotating around a planet viewing in on the plant directly at the center and it has rotation problem at the north and south pole. If you look at the hairy ball theorem you will get a better understanding at why.

The same concept applies to my issue where the north and south pole vectors cause my camera to rotate. This is an issue because when the camera rotates around the planet on the horizontal belt that is the ideal view, but when it goes through the vertical belt going through the north and south pole, it will rotate every time it passes a pole. Any ideas on how to fix this would be great.
