Flickering of Translucent SSR with Low Settings

Sometimes the reflections on our water are flickering, when using low settings. The water materials is translucent and uses SSR. The flickering stopps if I set PostProcessing Quality to medium or Effects Quality to High. I tried the variables from Scalabilty.ini and found that the flickering stopps if I set r.SSR.Quality=1 or r.AmbientOcclusionLevels=1.

The Translucent SSR depends on Temporal AA and the lower settings currently do not allow for the use of SSR on Translucent Materials.
