Cannot Generate Visual Studio files

Hello,

As title says i cannot generate vs 2013 files. I get:

UnrealBuildTool Exception: ERROR: Failed to read environment variables from XML file: C:\Users\Arh&\AppData\Local\Temp\tmpD0F4.tmp

I tried to populate the tmp file, regenerate files again, but it makes another empty .tmp file and so on.

Apparently Windows update broke my compiler. Reinstalling fixed it.
