If I purchase the engine’s license and make a simple game with it, can i sell it on freelancer markets (I will pay the 5%)? Is it possible? And how can i know if the person who is purchasing it has the license?

So long as you pay the royalty, you are free to sell the game you make wherever you like. Whether or not the end user has a UE4 license only matters when you are trying to redistribute UE4 source code or tools, and I assume you are not when you say a “simple game.”
