Collision Inaccuracy

We have a 30km2 map, Console RecreateLandscapeCollision, does nothing to fix the issue.
We have exhausted all of our ideas.

Any help would be greatly appreciated!

Would Retopology help this issue, or just shift the texture UVs for the landscape?

I also noticed that a different Foliage Type is painting properly and the pivot points are all in correct positions on the grass…and there are NO ZOffsets because my pivot positions are so accurate.

So it seems the FoliageType Settings were corrupted somehow. I found this to be the fault when poking around with the foliage so i deleted all instances and tried to repaint a trouble area with the old FoliageType Settings.
I noticed that the grass was hovering above the collision i was standing on ,then later realized that the newly optimized shrubbery FoliageTypes were painting directly and correctly.
So i Deleted All instances and Removed the Old Foliage Type settings and created new ones with the same settings and started painting the troubled areas to find that the FoliageType Settings had possible been corrupted.
