GenerateProjectFiles.bat not doing anything

All of the following was attempted within the last hour of me posting this question.

I’ve been following this video when trying to get GitHub setup: - YouTube
The only thing different that I did from the video was use the required files from version 4.0.2 instead of version 4.0.0

This is what is in the folder that has GenerateProjectFiles.bat in it:

Everything went fine until the video said to run GenerateProjectFiles.bat. Once I tried running it, the following error pops up and the command prompt then closes automatically (I took a screenshot right before it closed):

I looked at the other questions that people asked about this subject but I didn’t see anyone post an error like this so I thought it might be worth creating a new question for it.

I have VS Express 2013 for Desktop installed and I’ve run it and signed into it and all that.

The VS120COMNTOOLS system variable is set to "C:\Program Files (x86)\Microsoft Visual Studio 12.0\Common7\Tools", and when I navigate there it opens up here:

My Path system variable is the following, I added in the last entry because I saw somewhere that that might work but it didn’t fix anything:

The last thing I tried was restarting my computer and running the bat file again but I’m still having the same problem.

Any help would be greatly appreciated!
