Skeletal Mesh causing flickering on BSP and static meshes

Since upgrading to 4.9 any first person weapon I equip causes very distracting flickering on BSP and static meshes. This happens regardless of map or weapon. Here is a video of the problem on a completely clean map new map.

Does it still flicker if you give the weapons a very basic(just a constant 3 for diffuse) material?

Yep, changed to a material of just diffuse and no change in the flickering
