Packaging Error

Hi, recently i have upgraded to 4.8.3 to 4.9, but they still showing me errors when i try to package.

I have already rebuild the engine, the project and it still showing me this :

Does this occur with a clean, blank project with no additional content or does it only occur on one project? What system are you trying to package to?
