Unable to build Engine from source. OodleHandlerComponent

I’m following the instructions outlined on GitHub for Visual Studio 2013 but I’m getting the following error when building :

error : Failed to produce item:
D:\UnrealEngineSource\UnrealEngine\Engine\Plugins\Runtime\PacketHandlers\CompressionComponents\Oodle\Intermediate\Build\Win64\UE4Editor\Development\NotForLicensees\UE4Editor-OodleHandlerComponent.exp

I have successfully built the engine in the past, but this time I have been trying to build either Master or Promoted so I can try some changes in a pending pull request. I haven’t made any changes to yet though, so the code hasn’t been touched.
