My character root is not on floor no matter what I do

As you can see in the pic root joint should be on the floor but…that’s not happening!

I expected that root joint i point in the right pic to be on the floor.

“The pivot point of a Skeletal Mesh is always located at the root bone/joint of the skeleton. This means it does not matter where the root of the skeleton is located within the scene. It will be as though it is at the origin (0,0,0) when exporting from a 3D modeling application.”

This is wrong. I export from maya with root bone at x10 y22 and it is x10 y22 in UE4 as I point out in the pic.

I test it again and found out unreal will import world space position of the root.
