Can one save a project to a drive other than C?

You can do that in the “new project” window

Is it possible to get a level for the new project from the C drive? I have tried several but UE4 won’t let me do it.

So you want to move a level from your old project into the new one? You just have to copy all the stuff that belongs to the level (meshes, particle systems,…) to the new project.

But keep in mind that you should keep the folder structure, otherwise you will get some problems.
