[4.9] Android - Cannot Package Any Builds

Any time I try to package my project for Android, with any Android version, I get this error message:

Have you tried packaging your project for Android ETC1 or ETC2? If so, did your packaging process correctly?

Please double check that your Android SDK settings are set up like the following:
